The EU-Services Directive - Point of Single Contact

The strategic consortium E-CAESAR and Fraunhofer FOKUS are working together to realize the EU-Services Directive (EU-SD) in the European member states. The goal of the project is to create a stable and flexible framework for implementing the core infrastructure of the SD necessary to satisfy the requirements of the European Commission with respect to service providers and the tasks of the Points of Single Contact.

The "Point of Single Contacts" are the heart of the framework. A point of single contact, or PSC, is a reliable source for electronically processing information.

PSC is designed to facilitate people's interaction with the public administration. The SD provides for one PSC in each member state. EUSD-RO brings together ideas from the west and east of Europe.

The result: a versatile PSC framework that other countries and markets can easily adapt.

Governments who use PSC framework can offer citizens online services and access to government institutions.

For example, the framework makes it possible to register a business online using nothing more than a Web browser.

The PSC framework is generic, meaning it can be integrated with different electronic environments for a multitude of purposes. This makes it easier for people and governments to communicate with each other.

The framework is based on the "one-stop paradigm". Originating in the business sector, the "one-stop paradigm" is the idea that customers should have a single, central point for information instead of having to seek out a variety of contacts.

"One-stop government" maps this paradigm onto the public sector, offering administrative services from a single source.

The architecture

Development of the PSC framework started with analysis of the Romanian business market. The study revealed the kind of functionality needed to obtain a generic framework that is capable of handling a broad array of scenarios.

The PSC framework, consisting of a front-end and a back-end, will integrate existing front-office and back-office applications from the public administrative sector. The front-office, or the user interface, has the job of keeping people satisfied with government services. The back-office is the medium for document and operation flow in administrative tasks.
