Aims and ActivitiesThe Objectives of the E-CAESAR Centre consist in Research and Development activities in the domain of efficient, secure and service-oriented architectures, infrastructure and interoperable e-Government systems. From a neutral and independent point of view, E-CAESAR cooperates with all relevant factors to promote open standards and the best practices. E-CAESAR has, in the same time, the function of a Research Centre, a Competence Centre, a Laboratory and Presentation Centre. Focusing mainly on Romania, the Centre handles the specific needs of companies and governments in Southern Europe, Eastern Europe and Turkey. The Centre should also have the function of local contact point and convergence point for the German Fraunhofer Institutes in similar fields of research. The Academic EnvironmentThere is a cooperation agreement between E-CAESAR Centre, University POLITEHNICA of Bucharest (UPB) and Bucharest Academy of Economic Studies (ASE). According to the Fraunhofer model - the leader of the Centre could also have the function of teacher in one of the partner universities. Furthermore, it will try to establish cooperation with other Romanian institutions, with technical and economic universities and government agencies. The Centre will be in touch with the Fraunhofer Institute for Open Communication Systems (based in Berlin, Germany) and will cooperate with other Fraunhofer Institutes, especially with the ones in the alliance of the Centre for electronic government. Possible PartnersThe Research within the E-CAESAR Centre may have as a result new impulses for the public administration at different levels. The Romanian ministries, especially Ministry of Interior and Administrative Reform (MIRA), Ministry of Communications and Information Technology (MCIT), and the Agency for Information Society Services (ASSI) are considered the main beneficiaries of the collaboration between E-CAESAR and the government. Beside the Romanian companies in the domain of communications and information technology, international IT companies operating in the area of electronic governance which function at an European level or have subsidiaries operating in Romania are considered with major interest as partners. Legal FormThe creation of a non-profit association in Romania seems to be the best solution. The association would be eligible for the Romanian national programs and would operate according to economic laws and Romanian civil code. In order to be used both for promotion/eligibility and for business as well, the new Centre (E-CAESAR) is currently registered as a legal entity in Romania. |
