Fraunhofer Institute for Open Communications Systems (FOKUS) is part of the Fraunhofer Society. Fraunhofer Gesellschaft is one of the most important research organization in Germany and one of the leading organizations of research and applied development in Europe. It was founded in Munich in 1949 as a non-profit association. One of its main purposes is to establish a bridge between scientific activity and industrial applications. It is an autonomous organization having a decentralized structure, which currently has 56 research institutes throughout Germany. The majority of the 13000 persons working in the institute consist of highly qualified scientists and engineers. Fraunhofer Gesellschaft has subsidiaries and affiliated research Centres in Europe, US, Ais and Middle East. Fraunhofer FOKUS Institute is headquartered in Berlin and it offers, through more than 250 employees, a diverse experience ranging from communication systems based on mobile wireless and wired networks to distributed systems architectures and standards. The ELAN Competence Centre of Fraunhofer FOKUS for governance and electronic applications have solid knowledge in organizational, semantically and technical interoperability, platforms and secure mobile services, smart cards, digital signature, identity management, service-oriented process chains and knowledge management.

University POLITEHNICA of Bucharest (UPB) is one of the largest university in Romania and a university with well established international networks, considered to be the best technical university in Romania. Every year approximately 6100 students enrolled in specializations specific to the E-CAEAR Centre (Computer Science and Engineering, Automatics and Computer Science, Telecommunication and Information Science) and 80 students are admitted to PhD programs. The campus includes several research institutes, such as CNTI – the National Centre for Information Technology.

Bucharest Academy of Economic Studies (ASE) is a famous institution in Romania in the domains of Economic Sciences, Law and Public Administration, including ten faculties, over 49000 students; it has approximately 33500 - admission cycle, 9400 – Master Diploma Program, 2500 – candidates for PhD programs, over 1600 in academic schools and post-graduate courses and 2000 members that include teachers, administrative and technical staff, having multiple partnerships with industry. Relevant specialties for the Centre encompass a number of 600-1000 students, 450 master students and 60 PhD students every year. The Centre of Excellence ECO-INFOSOC – the Research Centre for modeling and computerization of socio-economic processes, the central field of research consists of new information and knowledge – based economy – analysis, modeling and socio-economic development processes, systems for public administration, citizen-oriented systems, multimedia and e-learning systems.
